All the neighbouring lots, both
to North and South of them, were sold as Inland Lots, a
title which is regarded as conveying no rights of access
to the sea or otherwise, thus leaving the Government free
to dispose of the sea-bed as it thought fit. Consequently,
with the progress of developments in Kowloon, extensive
areas of sea-bed have been sold with a view to their being
reclaimed and the line of reclamation has now advanced far

beyond that existing in front of the three lots mentioned,
leaving a gap which it is troublesome to deal with. I
enclose a small plan which makes the position of affairs
clear.

The question of endeavouring to
come to some arrangement with the lessees of the lots
under consideration with regard to a reclamation scheme
<
had previously been before Government but, until recently,
it had not been seriously taken up.
5.
On the 16th. December, 1904, plans
were deposited with the Building Authority, who is the
Director of Public Works, for the rebuilding of 5 houses,
Nos. 78 86, Reclamation Street (even numbers), on
Kowloon Marine Lot 30. A prolonged correspondence then
took place between the Director of Public Works and the lessees
